How to tell somebody out ?

Or should i say how to set someone staight..... like for example if someone is bullying you && yeah they just think they can beat everyone up && tht they better then you && she always messing with you.... how to tell them out in a MEAN way.... && idnt care cuz you shuld see how she is... && if you gunna say sum smart dnt say nun at all !
