What could cause the rise in electricity cost?

i had to move into a refuge for a year and they were trying to charge me �800 pound for my home which i hadnt been living in based on an assesment. when they took a real reading it was �150 and only because i hadnt paid it before i left. dont pay estimates if you feel it is wrong
