Photography Question. Cut out an image in a photo-- using pse 8?

I have a nice picture of a couple holding hands but I just want to focus on the ring and the hands and not their bodys . How can I just cut out their hands and the ring or remove the background so you only see a cut out of their hands on the engagement ring. I am using PHOTOSHOP ELEMENTS 8.
