What's up with PSE&G?

I have been living in a small apartment in West New York, NJ with my mother for about 6 years now. This is just a two-bedroom apartment, but we have been getting $300-$700 bills. At least it's a little better now than it was a few years ago, when we would get up to $1000 bills. What's up? Are we paying for someone else's bill? I've heard of cases where people have gotten terribly high bills, but not as high as $700 for a small apartment like this. We aren't even home most of the day! We only cook once a day and we have electric heaters, but our gas price is higher than the electric. That makes no sense. Something is up, HELP??
