Boiler Violation Tag - NJ?

We had a flood in NJ that caused about 5'6 of water in our basement completely submerging the boilers for 3 days straight causing it to not work anymore. That was a week and a half ago. The landlord has been working with PSE&G to get new boilers, PSE&G came by on Friday to give him a quote on the boiler. This morning I woke up to a violation tag on our front door stating that the property is in violation due to non functioning boilers. Does this mean that we have to vacate the home? Does anyone know who I may be able to speak to about this? Is this grounds for the landlord to have to pay for us to stay in a hotel until it is fixed properly? We havent had heat and hot water for a week and a half now and its still cold and starting to get very inconvenient. HELP!!!
