Can PSE+G shut off your heat + hot water when you hv child in yr home?

I am going to call PSE+G and pay some money toward a friend's bill, last week they shut off his gas. Now him and 10 yr old daughter don't have heat or hot water. Can New Jersey PSE+G shut off the gas-heat + hot water when you have child in the home ? On another thing, he found out 2 wks ago, he has stage two cancer, he won't go for treatment because he's worried about his daughter + is trying to work overtime. He's really having heartaches + many problems since his wife past away a 1 1/2yrs. ago. I feel bad and want to help but not sure how. I'll help pay but I dont hv much money But any advise would greatly be appreciated. Thank you everyone.
